Actually it is even worse than you describe. One case that I
mentioned on
the list a while ago involved a stolen/forged credit card
being used to
buy hosting services.
The fraud was stopped in 48 hours or less, but the damage
from RBLs lasted
for weeks. This is why I think locking people out based on
multiple RBLs
is not a good choice.
