Increasing video FPS...

I'm using a two month-old version of Openh323 with
RFC2190 H.263 codec. The frame rate I'm getting is
about 3-5 fps CIF, which seems kind of low. I'm
setting the capability as
H323_RFC2190_H263Capability(0, 0, 4, 0, 0, 3500). Is
that the best I should hope for or are there other
ways to increase FPS.

the 4 above means 30/4 = 7.5 fps
you would usually get a bit less, so maybe 5 fps.

Just change that to a 1 -> 30 fps.

I tried this but the FPS didn't increase... I noticed
a slightly worse video quality, though.

What other parameter can be affecting the FPS?

Some method of limiting bitrate by adding artificial delay
between packets,
thus slowing down the encoding frame rate.

Please check the encoder's "Mode".

The bitrate in RFC2190_H263OPALMEDIAFORMAT was the
limiting factor. It was set at 180000, I increased it
to 300000, along with making MPI=1 in the capability
it resulted in a framerate of about 25 FPS.
