Matching correct format for web address

I need a regex for validation of a web address.

The rules are:

1.  Cannot start with http:// (upper or lowercase)
2.  Can start with www. (doesn't have to start with www.
though)
3.  The actual web address (www.yourdomain.com) must be in
lowercase

Any assistance would be appreciated.
