GStreamer Python bindings pre-release : 0.10.6.3

Hi all,

  I made a stupid shortcut in the previous pre-release which
didn't
completely fix the plugins-base<0.10.11 issue. This one
now fixes it
for good.

  Please test and report bugs. If there are no more issues,
I'll
