How to configure gst-plugins-base-0.10.3 without liboil?

I'm sorry to say I didn't provide more details.
 I want to use *mad* in gst-plugins-ugly, so I need to configure
gst-plugins-ugly and individually install *mad*.
But when configuring gst-plugins-ugly , installing gst-plugins-base is necessary. So I have to configure and install gst-plugins-base, but liboil is necessary to gst-plugins-base, maybe it is useless for me.
Now, my problem is how to configure and mini-install gst-plugins-base without liboil in order to configure and install *mad*, or how to configure and install *mad* without gst-plugins-base.
Can you give me some suggestion

Are you sure you actually understand enough of GStreamer when you're
doing this ? Why would you install a bunch of *plugin libraries* and
not
build the *plugins that use them* ? I'm sure we could be of more help
if
you explained what you are trying to achieve as a whole, instead of
small details that confuse people

liboil is a hard dependency at build time. You can always choose to
later on not install any plugin that uses it.

How much you build != how much you install.
