Enable xen0 smp when machine only has 2 LPs

This patch intends to enable xen0's smp when machine only
has 2 LPs.

Xiantao,

   For such a simply change, this patch caused me a lot of
trouble.
When I repeatedly reboot domU, I can get it into a state
reported as
"------" by xm list.  The domU console appears
hung.  I can always get
it out of this state by running xenctx on the domain.  At
that point the
console wakes up again and I get a software watchdog oops in
the domU.
The backtrace in the oops is a standard cpu_idle kind of
patch.  My HVM
capable systems sometimes even failed to boot dom0 when I
applied this
patch.  Thanks,
