Add lost logic for VGA initialization

Hi Alex,
	I found the reason why VTi couldn't get into EFi. Seems
the patch which adds VGA bios initialization lost one part
check-in. With this fix and your attached patch. VTi
should be healthy except network issue.

   Nice work.  I can now boot VTi on xen-ia64-unstable cset
10831
without networking.  Thanks!
