I suppose Isaku was right: your kernel was compiled with
CONFIG_NR_CPUS=4, and 
according to the MADT, the fourth processor is not enabled.
You should configure your kernel with 16 cpus.

Thanks for your reply and sorry for my ignorance...
I tried recompile with CONFIG_NR_CPUS=8.
As it turned out, I can boot up with 4 CPUs when specifying
dom0_max_vcpus=4.
[roottiger70 ~]# xm vcpu-l

The #3 CPU's socket of this machine is empty.
I think the empty CPU's socket is not recognized.
Is this correct work?
