Did you adjust makefile as described here

ndexdata.dk/yazproxy/doc/windows.tkl
?

In particular YAZPP_DIR must be set.

makefile for yazproxy needs correct locations of both yaz
(the C based 
Z39.50 toolkit) and yazpp (the C++ based Z39.50 toolkit).
