Yes and no. Any application (including one based on YAZ)
receiving XML
records from the LoC Z39.50 server must assume that it has
done the
MARC-8 to UTF-8 conversion in a proper manner.
OTOH, if a client fetches MARC21/USMARC in MARC-8 it must do
the
conversion itself on the client-side. YAZ + MARC4J includes
facilities
to convert from MARC-8 to UTF-8. And both has facilities to
convert from
MARC21 to MARCXML as well.

The YAZ library MARC8/UTF-8 conversion does rely on the
mappings made
available by LOC. One side effect of this is that diacritics
in MARC-8
are mapped to composed character sequences in UTF-8, which
is just fine
in many applications, but it can confuse browsers -- you'll
sometimes
see diacrics not perfectly aligned with the base character,
for
instance. If you specify the source character set as
'marc8s', the YAZ
character conversion utility will map those MARC8 diacritics
that exist
in Latin-1 to precomposed characters in UTF-8.. This works
better in
browsers, if you know that you'll mostly be working with
Western scripts.
