You can use XSLT to output all the formats you list above.
We
have an XSLT stylesheet that produces TeX input. Converting
Unicode to the TeX character encoding would be very
difficult,
but if you use a version of TeX that understand Unicode
(XeTeX,
and there may be others) then there really should be no
problem.
The xsl:output command lets you switch from outputting
XML. As Sebastian said, XSLT is really very good for
mangling XML.
