Unicode NFC translations

I have noticed that the YAZ library deals only with UNICODE
in Normal 
Form D (uncombined diacritics).  Is there a plan to be able
to handle 
Normal Form C characters (note - these are not in the LOC
XML code 
tables) to convert them to Normal Form D?
