RHN Download Speeds

Is there any rate-limiting on the RHN servers?
I get abysmal transfer rates (~25KB/sec) but only for RHN.

I have noticed that *sometimes* I get better performance
than that.
I have gotten up to 300KB/sec.
But usaully around 32KB/s is the norm.
I think it is just load on the RHN site.

I just downloaded an ISO from RHN to two different locations
and both
came in at 1.25M/s.
