configure: error: Could not locate a working Objective-C runtime.

I've installed the latest version of Xcode tools and it
doesn't allow
me to select gcc 3.0 or 4.0, is this where my problem is?
How can I
install an Objective C compiler? Why wasn't the Apple
Objective-C
runtime installed with xcode?
specs:

1Ghx PPC G4
OS 10.4.10

checking for Apple Objective-C runtime... no
checking for GNU Objective C runtime... no
configure: error: Could not locate a working Objective-C
runtime.
