I keep getting "No adjustColumnWidths function
available." error even
thought xsltproc generates the output

Are you using the `--xinclude` argument to `xsltproc`, as
well?  It
would look like:

  $ xsltproc --xinclude path_or_URI_to_stylesheet.xsl
tech_spec.xml
