using XIncludes

It sounds like you have the 'use.extensions' parameter to
set to 1.  That
parameter enables Java extensions, but they do not work with
xsltproc which
is not Java.  Use Saxon, or set that parameter to zero and
the error
message will go away.  For more information, see:

I'd be surprised if you are getting complete output,
though.  The
stylesheet is supposed to terminate when it emits that
message:

        <xsl:otherwise>
          <xsl:message terminate="yes">
            <xsl:text>No adjustColumnWidths function
available.</xsl:text>
          </xsl:message>
        </xsl:otherwise>

Are you using the `--xinclude` argument to `xsltproc`, as
well?  It
would look like:

  $ xsltproc --xinclude path_or_URI_to_stylesheet.xsl
tech_spec.xml
