What tools do you exactly mean?
I was looking for something that converts my docbook xml
files to xliff.
PO ot POT would also be nice, afaik these are the three
formats that make
sense.
But I haven't found them for cygwin. Meybe I could compile
them on my own.

Yes, OKAPIs is one of the few toolkits which is tracking the
latest
developments in l10n.
