Hi,
when I read the documentation, it seems like it's a bug.
As far as I understand the title should be bound to the
figure.
Am I right?

Maybe there are more elegant ways to accomplish this, but
the "dbfo-need
height" processing instruction can do it. See the
section on soft
pagebreaks in Bob's book at:
