fox:outline - Patch to get with DocBook stylesheets with FOP 0.92 working

You also might try the latest snapshot build.  I fixed the
problem with the
blank-body error for fop1.extensions, so you should be able
to use
fop1.extensions with fop.0.92 without having to also use
fop.extensions.
