keep together results in exception

Hello

Why is always keep together assumed for some kind of block?
This is
causing troubles, because if an example does not fit on a
page fop
0.92beta throws an exception, that the content does not fit
on the page.
 Why is it necessary to override it?

Wouldn't it be more user friendly, to prevent such
exceptions and set it
by default to auto?
