Add topic element to DocBook?

HI Elliotte,
I agree, we should not mix section and topic, except I think
it makes sense 
to allow a topic to have sections (think of a manpage and
its sections). 
You might want to take a look at the alternative topic
proposal that I 
posted a couple of days ago.
