why is example often used to contain programlisting?

For that matter, why not section?  You enter a title, intro
paras, and 
programlisting.

Also, sidebar is another candidate.

Figure. It doesn't allow introductory text (neither does
Example),
but anyway that should go in the parent (Para or Section of
whatever) that contains it.
