My understanding of biblioid matches yours. However, this
isn't CIP.

The only element I can think of to represent this
information would
be BiblioMisc. The information must be formatted with line
breaks in
a certain structure that is determined by LOC. I don't
think it
would be possible to further structure the components of the
CIP data.
