Quality metrics is a different topic.  Module/project
duplication happens 
earlier in this process.  As mentioned before, even if a
module is popular, that 
doesn't mean someone won't create another one for the same
purpose, just because 
s/he's unable to contribute, f.e. because of an ugly
coding-style.
