hi,

i am LAMP developer and i want to participate in drupal cms
development . to know my skills visit here

i am interested in fixing bugs. how do i do that and also i
need
rights for check in and check out and also i want rights to
assign
bugs to me so that i can work on it.

Just to clarify, only a handful of people are allowed to
check in to the 
Drupal core repository - so no, you won't get access to
that.

You can of course do an anonymous checkout:
http://drupal.org/node/320


and create patches, then upload them to the drupal.org patch
queue for 
approval and testing by others - this is how Drupal core
development proceeds.
