Primary And Secondary Links In 4.7

I have looked and looked on this and cannot find the right
area to edit the
primary and secondary links since that has changed in 4.7. I
see that is a
problem listed on some of the Drupal forums as well. I went
ahead and saved
my headers for various sites from Google's cache but not
sure what to do
next.
