I spoke with Anne Jacko from Eclipse
(EMO) and she explained that the voting is a new step in Eclipse Process
this year.
After the release review, this Bugzilla
will stay open for one week for the community to vote.
Committers don't have to vote, necessarily,
but the project lead should (that's with you).
They also need a vote from the PMC (Bjorn
or one of his peers) to consider the release approved.
And hopefully, the community likes the
project so much that no one will vote -1 
If you noticed, we can only release
EPF when the voting is closed, which according to Anne will be on August
1st.
She will monitor the Bugzilla entry
and let us know how the voting is going.

correct?
