Clock Out/Clock In

Hello,
 
where can I find some information/documentation about
"Clock Out/Clock In"? Is this a toggle flag to
decide which developer is active and can be used e.g. for
round robin assignments only to active developers?

At the moment clock in / clock out only affects reminders,
so most
people will not need to use it.

However, there is a patch I need to merge in that tracks the
amount of
time a user spends. This information is then available on a
report.

I do not have a time estimate for when this will be merged.
