Upgrading from 1.7.0

I am not sure if my last email got through or not.

I am having problems upgrading from version 1.7 to 2.0. I
tried first
to upgrade to 1.7.1 but the instructions don't work. When
you run the
upgrade script you get a 404 because it's trying to go to
config
directory in the upgrade folder.

Also the permissions seem to be obstructing the matter.

Is there a document someplace that describes this process in
more details?
