Change Time Entry from Minutes to Hours

In Eventum 2.1.1 is there a way to change the requirement
for a floating
point integer on the "Add Time Entry" dialog box?
 
Currently it says (in minutes) and we'd like to change it to
(in hours)
and allow for decimal usage.
