If it was flex you were interested in, Flex Builder is a fully fledged, self contained environment that contains the IDE, visual and text editors and designers, debugger, components and a whole lot more. You can download Flex 2 here:

Or the Flex 3 Beta here:

Or the free Flex SDK here:

Flash CS3
--------------
I checked you out on-line and it would seem that you're already familiar with Flash and are looking to use Flex. ;

Flex Builder 2
--------
Flex 2 is the current version and will be replaced with Flex 3 in early 2008. One month, fully working trial. Flex does not have a timeline. It is pretty squarely aimed at coders. You can however use flash content by installing the

Flex Builder 3 Beta
---------------
Flex 3 Beta is available for public download. It is highly stable. My recommendation is that you download this version in order to take advantage of new features and to save yourself the trouble of rewriting stuff later. Unusually for a beta, this beta expires after one month. If you wish to continue using it after that, you need to buy the current version, Flex 2 which will extend the Flex 3 Beta until the release version.

Flex SDK
-------------
This is free and will remain free. You do not get the IDE and pretty much have to cobble together your own system of making it work. For some people, this is a good option. If you're working in a commercial or corporate environment, you might want to save yourself the trouble and buy the version with the IDE.

Flex Component Kit Alpha for Flex 2.0.1
-----------------------------------------------------

Free. Allows you to use content made with Flash CS3, in Flex projects.

Adobe AIR
---------------

Free. Allows you to use web technologies - Flash, Flex, HTML, javascript, AJAX - to make cross-platform desktop applications. This technology is particularly suitable for multimedia, since it allows Flash to read and write files locally.

Hope the above is enough of a system for you.

That's the spirit. If you use Flex, you don't have to throw away your Flash skills, but it does add a whole lot more. Just let me say it again though in case it wasn't clear. Flex is for coders. It is an Actionscript 3 environment. If you're primarily a timeliner, then you're not going to be very happy. If you're a coder, you'll be in heaven... once you've learned it.

All the best.
