Bug #4: More "changes" bugs found, build (2.0.0.12)

Do a search for "AllChangesForTopic" and you will
find places like:

  TopicChangeCollection changes =
manager.AllChangesForTopic(topicRevision.LocalName);

Check that all uses of the variable "changes ==
null" is changed to
"changes.Count == 0" instead.

I Found 1 in Federation.cs.
I Found 4 in NamespaceManager.cs.

Finds a lot of them in the different test C# files. You
could change
them if you like. I haven't touched those.

OK, I checked in the change for FileSystemStore and undid
the other changes.
The next build should have the fix - if you can try it out
to see if it
solves your original problems, that would be great.
