I hate to be a wet blanket, but I really don't think that
there is
anyway to do what you are looking for, either in Exif or
through the
Flickr API.
I have spent the last week or two working on a Python module
to read
and write Exif information -- so I have gotten pretty up
close and
personal with the standard. Although there is an
ImageDescription tag
in Exif, it is rarely used.
