Missing results from flickr.activity.userComments

I'm making calls to flickr.activity.userComments, with per_page set to 50.  Most of the pages return 50 items, but some pages return fewer than 50 items.  (And I'm not talking about the last, typically partial page: that one makes perfect sense.)

What would cause flickr.activity.userComments to return only, say, 48 results?  Are the missing items on pictures that have since been deleted?  Have those comments been supressed somehow?  What's the story?
