As far as I know, that is the ONLY way to start up a Mac
mini.

If the "on" button is difficult to reach or
otherwise inaccessible,  
here are two workarounds to the problem:

1. Never shut the mini down. Put it to sleep instead. I do
this with  
my other Macs and it works very well. I haven't had to
reach for the  
power button in ages.

2. Schedule shut down and start up times automatically using
Energy  
Saver. For example, you could have it shut down every night
at 1AM  
and start up every day at 9AM.
