Per-Project Language settings after upgrade to 0.9.9

After upgrading from 0.9.8 to 0.9.9, the new setting for
each project's 
language is apparently blank by default, so when I pull up
the project 
preferences the first time, the first one on the list is
selected and 
saved when I save the changes. In this case, it turned my
whole project 
Bulgarian. It would be great if when the upgrade occurred,
it applied the 
current system-wide language to every project when it
creates the field 
for the projects to each store their own language.

I think that this is already fixed in the development
version (that is 
0.9.9.1).
