Releases have always been considered stable.   At least
at the time they
are cut.  A -RELEASE is a snapshot of a -STABLE branch. 
Currently, there are
three branches that call themselves -STABLE: RELENG_4,
RELENG_5 and RELENG_6,
respectively 4-STABLE, 5-STABLE and 6-STABLE.
