In fairness, a whole lot of ?female: qualifiers were added
to the dev
branch a while back as requested by Frédéric Rodrigo (our
French
translator) in PR#17397. If more are needed, he or any of
the
translators for languages that has male/female gender can
request it again.

IMHO you should translate it as "tribal
chieftain" - the comical effect
of having a diplomatic meeting with "Chieftain Charles
de Gaulle"
sometime in prehistory is just one of the charms of the Civ
series!
Finally, as you point out we sorely need support for more
grammatical
forms of nation names. Especially genitive forms are badly
needed in the
Swedish translation for example. The former Swedish
translator wrote a
patch to implement this back in 2000:
