Thiemo Seufer as MIPS sim maintainer

Thiemo Seufer posted several good patches for the MIPS
simulator, which
does not currently have an active reviewer.  I spoke with
him and the
other GDB global maintainers about this, and all have agreed
to appoint
Thiemo as the maintainer of the MIPS simulator; Thiemo,
please add yourself
to sim/MAINTAINERS, and welcome!
