Adjust MI non-stop/MI3 spec

Attached is the current version of MI non-stop/MI3 spec, in
case
anybody's interested. Nothing drastic changed, except some
changes
were moved to MI3, and the --thread option is no longer
required 
in MI2 non-stop mode.
