Very clarifying. So let's change the point of view. 
How would I use GnuEdu as a teacher? I would be in search of
resources. 
During the process, I would not be interested in a list of
competencies 
or capacities, but of activities (as detailed or
"atomic" as possible)
to use in my classes. 

Is there any teacher in the list?  What would
you need?

Yes ... "activities"....  ( Therefore I insisted
on the “observable” term )

Activities = "Observable " actions

Would you have  a list for schools ?
