GNU Free or Public ''system utility'' like Norton DiskEdit(DE.EXE) ???

I know of no GNU utilities available for FreeDOS or MS-DOS
that will meet 
those requirements.

For partition table editing, the base FreeDOS distribution
already 
contains a version of fdisk from:
