Why using TAB instead of space in GNU Make?

A line which is not a command...
like target: dependency

Never thought of that as "normal", just as
"rules", maybe because I've 
never considered commands (or variables, conditionals, etc)
as "abnormal".

Anyway, it's just a point of view... ;)
