I removed the -s in file
/usr/local/share/GNUstep/config.make where 
INSTALL_PROGRAM = install -c -s -m 555

without the -s there gnustep-base installed without
stripping the binaries.

I wonder whether the -s is correct in that place at all.

I don't see how that could get there unless INSTALL was
defined in  
the environment before you configured gnustep-make
