So I use k3b to burn a couple of files to a DVD-RW.  Now, I
try to 
delete the files, and the system complains that it's a read
only system. 
  How do I delete the files off of it?

Erase and reformat the DVD-RW.

RW means "rewritable", not "read/write".
You have to completely write the DVD 
new (depending on the type of DVD-RW, you either have to
erase the DVD, then 
write it new, or you can simply write a new content over the
old one).

Okay, I think I get it.
Now, is there any way to say, ensure that it either writes
completely 
over the old content, or that it just appends (if that is
possible).

Nevertheless DVD-RW can be made to behave almost like a
floppy. Depending on 
your distro setting up your system for it may be anything
