So... trying to get around the initial problem I changed my
cmdline like so:
mencoder <INFILE> -o <OUTFILE> -of avi -ovc lavc
-lavcopts
vcodec=mpeg4:vbitrate=230 -vf scale=320:180 -oac mp3lame
-lameopts abr:br=64
...which results in:

-lameopts is not an MEncoder option

Does this mean that -oac mp3lame is also non-functional in
the FreshRPMs
builds? Or am I missing something here how to go about using
it...
