Yes.  See the bug-filing HOWTO, here:

The example given is a keyword bug, and as is typical with
Gentoos docs,
it guides you right thru it.  The procedure for filing other
bugs uses the
same steps, but of course with somewhat different details,
as appropriate.

Might want to add that you should only assign the bug to us
if we're the 
only arch which doesn't have the stable keyword. If the
package in 
question is marked testing on all arches, rather assign it
to the 
maintainer.
