dev-libs/libvc and app-misc/rolo need new maintainers

dev-libs/libvc is without an active maintainer and has an
open
security bug :

This bug also affects Rolo, which also misses an active
maintainer/herd.
If nobody steps in to fix them, packages will have to be
masked then
removed from portage.
