I don't see a localization.py. There is a
portage_localization.py, and it's used 
by portage.py and portage_locks.py.

SO YOU HAVE OLD PORTAGE.

There have been various efforts to add localization for
errors and
other portage messages.
The codebase is not well designed for it though, and the
people who
want it done keep getting busy with other tasks, so it
mostly lies
unused.

Over the years we've had a few people express a desire for
internationalization and localization support in portage
(bugs
#13618, #32630, and #191189 and possible others).

It seems like a nice idea to me, but I recall Marius being
opposed
to the idea due to some potential problems that he was
concerned
about. Unfortunately I don't have a link to the previous
discussion
but maybe somebody else does.

IT SEEMS THAT YOU JUST DON'T LIKE GERMAN TRANSLATION, SO YOU
COULD SET
LC_ALL=C IN MAKE.CONF.

IS THERE ANYTHING WRONG IN MY PATCH?

I don't have an issue with localizations on my systems (I
don't
use them anyway), the problem is with other people reporting
bugs or
asking for support posting messages we can't understand,
the
questionable quality of translations (as we can't really
control them)
potentially leading to bogus bug reports and the general
added
complexity. It's just my opinion that system tools simply
shouldn't be
localized (best example: gcc error messages).
