The modular X11 upgrade guide shows how to upgrade the
'complete'
package or to just install a server. It provides no guidance
on how to
do the opposite - migrate a server system to install just X
client
that has no local X display server but which users can SSH
into with X
forwarding.

Which packages should be installed to do this, or should it
just be
sufficient to set the 'X' use flag in those packages to
which users
might wish to connect with X forwarding?

You need all the libs and stuff the applications need and
x11-apps/ 
xauth. For me it works.

You should file a request for a meta ebuild like xorg-x11 to
bugs.gentoo.org if one does not already exist. Then you can
get the
environment you need by just emerging this one meta package.
